APWG is the international coalition unifying the global response to cybercrime across industry, government and law-enforcement sectors and NGO communities. APWG’s membership of more than 2200 institutions worldwide is as global as its outlook, with its directors, managers and research fellows advising: national governments; global governance bodies like the Commonwealth Parliamentary AssociationOrganisation for Economic Co-operation and Development, International Telecommunications Union and ICANN; hemispheric and global trade groups; and multilateral treaty organizations such as the European Commission, the G8 High Technology Crime Subgroup, Council of Europe's Convention on Cybercrime, United Nations Office of Drugs and Crime, Organization for Security and Cooperation in Europe, Europol EC3 and the Organization of American States. APWG is a member of the steering group of the Commonwealth Cybercrime Initiative at the Commonwealth of Nations.


Operationally, the APWG conducts its missions through: APWG, a US-based 501(c)6 organization; the APWG.EU, the institution's European chapter established in Barcelona in 2013 as a non-profit research foundation incorporated in Spain and managed by an independent board, including APWG founding directors; and the STOP. THINK. CONNECT. Messaging Convention, Inc., a US-based non-profit 501(c)3 corporation jointly managed by APWG and Washington, D.C.-based NCSA.

APWG manages three parallel enterprises with deep and abiding valences:
  • APWG's clearinghouses for cybercrime-related machine event data send upwards of a billion records per month to APWG's members to inform security applications, forensic routines and research programs. APWG Engineering continues to work with data correspondents from its membership and apex data clearinghouses worldwide to develop new, potent data resources to unify the global response to cybercrime.
  • The annual Symposium on Electronic Crime Research, proceedings of which are published by the IEEE, attracts scores of papers from principal investigators worldwide. The conference, founded in 2006 by the APWG, is the only peer-reviewed conference dedicated exclusively to cybercrime studies. The conference and related programs make the case for disciplinary stature for this field with every paper, presentation and precipitating development project.
  • APWG and NCSA's STOP. THINK. CONNECT. cybersecurity awareness campaign has officially engaged campaign curators from 23 nations, 13 of which are currently operated by government ministries and national-scope NGOs in the USA, JapanSwitzerland and Spain, and nine other nations. A number of national goverment ministries and national-scope NGOs in Africa, Asia, South Asia, Europe and the Americas are reviewing the Convention's memorandum of understanding and considering the deployment their own campaigns.
Membership in the APWG is open to financial institutions, retailers, solutions providers, ISPs, ESPs, telcos, defense contractors, law enforcement agencies, trade groups, treaty organizations, researchers in relevant fields of study and government agencies. In addition, APWG's projects have spawned important new counter-cybercrime institutions and resources for which APWG members have guided, priority access.

  • Community-building conferences for cybercrime management professionals, government and law enforcement personnel and pioneering cybercrime researchers from across the globe. 
APWG, founded in 2003 as the Anti-Phishing Working Group was founded by Tumbleweed Communications, financial services institutions and e-commerce providers, holding its first meeting in November 2003 in San Francisco. In June, APWG 2004 was incorporated as an independent corporation controlled by its board of founding directors, its executives and its steering committee.
